Here's a win for the good guys.

Federal judge says gun owners need not provide 'good reason,' rules Maryland law unconstitutional

"A citizen may not be required to offer a 'good and substantial reason' why he should be permitted to exercise his rights," Legg wrote. "The right's existence is all the reason he needs."

Not a whole lot of wiggle room in that statement and lots of other good stuff here. I'm pretty sure that Maryland will appeal. Hopefully, this is a step toward the end of "may issue" in Maryland.
