Only 4 out of 25?

The first problem is the diagnosis of the problem. A person that fires his weapon unintentionally is negligent. Ain't no accident when you put your finger on the trigger and pull whether you intended to or not. The second is the four negligent discharges. Twenty percent of shots fired were negligent discharges. Sounds like you guys have a training problem.
