Police Shoot Bystanders

San Francisco police officers fired on an armed suspect and miss the suspect but hit bystanders. The suspect was taken into custody unharmed. If the officers knew there were bystanders in the line of fire and fired on the suspect anyway they were negligent as hell. I suspect a lawsuit will follow. On the other hand it may simply be the officers couldn't shoot for shit.

In that movie the police were operating under the bad influence of Potter, in his dystopian Pottersville.
What possible excuse do the police in that workers' paradise of consideration for all have?
