I was expecting this.

NC Sheriffs' Associaton Threatens Passage Of HB 937
The current permit system in North Carolina is "may issue". The sheriff of a county gets to decide who gets a permit, who doesn't, and how many. They also get the fees paid for the permits. I doubt the money is the issue but the power. Sheriff's aren't law enforcement. They're politicians. Ever know a politician willing to give up power?

I should think that since "shall issue" implies that there is still a permit to be applied and paid for, the Sheriff gives up some distribution of favors in exchange for collecting more in fees. Heck, even if the fee falls from $100 to $50, if the number of applicants triples, the sheriff's office comes out ahead.
Once again, it isn't about guns, it's about control.

The Sheriff's would still have CCW permit fees. Purchase permits are cheap. They aren't really losing that much money. It IS about control.
