Maybe we'll get an override on the veto but the GOP no longer has that veto proof majority it once did. There will be no meaningful advances in gun rights in North Carolina through the legislature while Stein is Governor. He regurgitates gun control talking points and tows the party line. He gives not a shit for the rights of North Carolina citizens or the safety of law enforcement officers.

North Carolina: Gov. Cooper Vetoes Another Pro-Gun Bill

House Bill 49 would have made it easier for permit holders who let their permits expire to renew them without the added expence of a new training course. That's all. Nothing done or said by Cooper was a surprise. In my opinion, Cooper wants to run for the Senate against Tillis in 2026. To that end, he's not going to do anything but kiss the ass of his Leftist donors. He doesn't give a crap about guns one way or another only power. Expect nothing while he is in office. We'll need either a supermajority in the House and Senate or a Republican Governor before we get any gun bills passed in North Carolina.

The Grassley-Cruz Bill

Tightens up some NICS stuff that our side generally is in favor of. It promotes actual enforcement of existing laws, like felons that lie on a 4473 under penalty of perjury, &c. Allows interstate firearms sales, which is good for me, but bad for my gun store as I'd buy stuff in other states, like Hatfields in Virginia.

Sounds good but the key is the actual language. If it is overly broad it will be a problem.

Congress to Review Obama's Social Security Gun Grab

The National Rifle Association Institute for Legislative Action (NRA-ILA) today scored a victory when Congress agreed to review, and likely revoke, a final rule by the Obama administration that would blindly strip law-abiding Americans of their Second Amendment rights.

“Congress's decision to review the Obama administration's back-door gun grab is a significant step forward in protecting a fundamental constitutional right for law-abiding gun owners,” said Chris W. Cox, executive director, NRA-ILA. "The NRA has been fighting this unconstitutional government overreach since it was first discussed and we look forward to swift congressional action."

That's what I call a good START.

A Neutered HB 562 Passes The NC House

Some Republicans in the House chose to bend over for the North Carolina Sheriff's Association and gave a victory to the Demanding Moms when they deleted the repeal of the Pistol Permit program. That was the part of the bill that mattered and they did what establishment Republicans always do. The stabs gun owners in the back. I hope they enjoy the support they from the NCSA and the Demanding Moms come 2016 'cuz they ain't getting any from me.

HB 562: Now Isn't That Interesting?

Apparently the North Carolina Sheriff's Association generated a report on North Carolina's Jim Crow era Pistol Permit Program. They then shelved it because it didn't support their case. Grass Roots North Carolina obtained a copy of the report and have provided it for you edification. The actual report is linked on their website.

Some highlights from the NCSA report with most in sheriffs’ own words:

• “[NICS] reports included 165 or 23.5% of permits being subject to revocation in Camden County and 35,488 or 38% of permits being subject to revocation in Mecklenburg County.”
• “…sheriffs’ offices [submitted] 674,806 permits for review representing 344,338 different permit holders. CJLEADS returned 26,637 permits to sheriffs as subject to revocation due to an event or condition that occurred subsequent to the issuance of the permit that would have disqualified the individual from receiving a pistol purchase permit at application.” [That rate is about 4%, or four times higher than NICS, suggesting that the PPP system is *inferior* to NICS at preventing criminals from getting guns.]
• “Sheriffs have reported revoking 5,255 permits from 2,447 permittees as a result of the background check and review process through April 25, 2014. However, it should be noted that a sheriff has no way of knowing if a permit has been used since issuance.” [Translation: Perhaps only ¼ of 26,637 invalid permits were “revoked,” leaving potentially 22,000+ criminals in possession of permits and able to bypass background checks.]
• “Sheriffs’ offices are staffed to review and process Pistol Purchase Permit applications and not to conduct periodic reviews of active permits…”
• “Conducting an ongoing manual case by case review of 289 permits in Tyrrell County or 93,486 permits in Mecklenburg County is nearly impossible.” [So much for NCSA’s argument that sheriffs “know” who in their counties should have permits. If they can’t manually check them now, how can they do so before issuance?]
• “Several sheriffs’ offices had over 40% of their permits reported subject to revocation in the NICS report.”
• “Sheriffs’ offices cannot account for permits claimed to be ‘lost’…”
• “Gun dealers do not know if a permit has been revoked…”

As previously reported, the North Carolina Rules, Calendar, and Operations of the House Committee passed a version of House Bill 562 containing an unacceptable delay to the repeal of the outdated Pistol Purchase Permit system. This delay would push the elimination of the Pistol Purchase Permit system back to 2021. Your NRA-ILA has now learned that Representative Allen McNeill (R-78) is intending to offer an amendment to H 562 which would remove the entire provision containing the repeal of the outdated Pistol Purchase Permit system.[emphasis mine]

Allow a NICS check when purchasing a pistol from a federally licensed firearm dealer in lieu of a pistol purchase permit or a concealed carry permit.

Why keep the permit system intact when your proposed change in the proposed statute allows purchase of a handgun without a permit as long as you undergo a NICS check? It makes no damn sense. Maybe I'm slow. It wouldn't be the first time I missed the point. Somebody please explain it to me. Oh wait...it still applies to private sales? Yeah, right.

North Carolina: Jim Crow-era gun registration law struck down

Governor McCrory signed HB 937 into law.

That's a good thing. I'm thankful he followed through, but he seems confused as to the contents of the bill. That, or he's purposely attempting to mislead the public about the original bill. Oh, that's right. He's a politician, and his lips are moving.

It's time to let the Republicans know the cost...

...of screwing gun owners once again. They did it to us last year with restaurant carry and they seem ready to do it again this year with HB937. Republicans traditionally seem to think they can do to us what they please because they're the only game in town. They need to know the consequences of what they do. I will by GOD sit out the next election if that's what I need to do to get this point across.

Make phone calls and send emails. Do it NOW.

While the gun rights of North Carolinians hang in the balance, Republican leadership can't stop playing political games. They are being manipulated by the competing misguided interests of the NC Sheriffs' Association (NCSA) and NRA.

The political angst has reached the level that Rep. Jacqueline Schaffer has begun emailing accusations that GRNC is spreading “inaccurate information”. GRNC President Paul Valone quickly responded: “As I just told your legislative assistant, Sharon, I would love to know what is "inaccurate" about our reporting. My understanding was that to close what you yourself have called the "arming felons loophole," sans repeal of all or part of the purchase permit statute, you suggested requiring NICS checks if purchase permits were older than 30 days. As we have said all along (and I have numerous positions issued to Republicans to this effect), punishing gun owners for the malfeasance of the North Carolina Sheriffs' Association is unacceptable to us. So please, tell me what is "inaccurate," before I am forced to report to 87,000 gun owners that it is actually you who is disseminating false information.“ It is time to stop the blame game and pandering to NCSA and NRA. These organizations didn't elect the Assembly. You did. Have they forgotten who they represent?

The Assembly is set to adjourn this Friday. We only have a few more days to instill sense in both the Assembly and Governor McCrory and get this bill passed.

We have fought for years for this progress. Failure IS NOT AN OPTION!

NC gun owners have worked too hard for too long and have spent too much time and money supporting politicians claiming to be pro-Second Amendment. If HB 937, the omnibus gun bill, fails to be passed into law we will hold you responsible.

You need to make sure this bill leaves the conference committee and is signed by Gov. McCrory. We've had enough of the political games. HB 937 must be signed into law this year or there will be a price to be paid during the next election.

You owe this to NC gun owners who are largely responsible for your election. Do not disappoint us.
