The State Department accepts under the customary international law of treaties that the U.S. is bound not to violate the “object and purpose” of a signed but unratified treaty. Both Senate and House letters reject this assertion.

The Administration has also implied that it can implement the ATT through its existing authorities and without new appropriations.

...and with 53 Senators on record opposing it that's it. Unless sometime down the road the numbers change. It has been signed. It can always be brought up again when the numbers favor the prohibitionist, internationalists, and statists. Ya know, the pricks in the White House. And what do ya want to bet the Obama Administration will implement what portions it can without the Senate's approval.

If I read this right, since the Obama Administration knows it probably won't get the U.N. Small Arms Treaty though the Senate and can't gun control through the legislature they instead will force American arms makers to comply with said treaty if they want to do business with the U. S. Department of State. Can that prohibition extending to the rest of the U. S. Government be far behind? This is just another example of Obama giving gun owners the finger because we don't kiss his ass.
