Limited penetration

In Indianapolis a guy let his grass grow to a foot and a half. The neighbors called the city who warned the property owner to cut his grass. When he didn't they sent a crew to cut the grass. The property owner begged to differ with a shotgun. The city upped the ante with a SWAT team. The property owner barricaded and after a "limited penetration" by the SWAT team the property owner surrendered AND the grass got cut. All of that to ask one question. What in SWAT parlance is a "limited penetration?" It strikes me as one of those things, in this instance and so many others, where you either do or you don't.

"Penetration, however slight, is sufficient to complete the offense." -- per the UCMJ
