In North Carolina when you have an active shooter, police officers are trained to enter the building on arrival, find the fucker, and kill...I mean stop him. That's what happened in Carthage, North Carolina. It may be the officers in Binghamton were following their protocol. If so that protocol is fucked and should be changed now. Police no longer have the luxury of waiting for special weapons teams to show up. If it wasn't protocol then well, Dick said it his way.
