Actually, that was in Josephine County, Oregon. But it IS a very scary description of the combination of economic downturn, cuts to LE budgets, and the culture of reliance.
I corrected the post. If you want to see what Wolfman is talking about I did bother to read the whole thing and missed the obvious. It wasn't in GB.
