Yet another zero tolerance moment

In Virginia at Spotsylvania High School a fourteen year old was arrested for assault and expelled for blowing plastic pellets out of a metal tube. He was aiming at fellow students and admits he did so out of boredom. Technically an assault occurred but was expulsion the best or only way to deal with the incident? Local officials claim their zero tolerance policy left them with no choice. Others disagree. I say a policy that does not allow flexibility based on individual circumstances is a damn stupid policy intended more to protect bureaucrats from lawsuits than provide a secure learning environment.

So...where do you draw the line on something like this? Is it assault if you shoot spit wads?
