New York's new concealled carry requirements require the applicant to turn over a list of their social media accounts so officals can verify their "character and conduct". This amounts to a person's ability to get a permit being at the discretion of a bureaucrats opinion as to whether they are suitable. That's no different than "may issue". Am I wrong?

Any excuse will do. The NYC Sullivan Law was designed to disarm the victims of the thugs working for Tammany Hall. Nothing has changed.
