Of course, the congressman complaining about Ryan is Thomas Massie, and he is only trying to move his bill granting reciprocity in DC alone. Massie himself has not signed on to HR 38, the national concealed carry reciprocity bill as co-sponsor...so he isn't doing much to move it, either.
