An Observation

The ATF is buying 302 Colt M4 Carbines.

The Federal Government is giving military surplus rifles [M16/M4], along with other surplus military toys, away to local law enforcement for free. Since the military has all these surplus rifles laying around, why can't the ATF and other three letter agencies meet their alleged need for military grade rifles from the military's already existing stockpile instead of buying new and save us poor taxpayers a few dollars. Maybe there is a rule of which I am unaware or maybe the rule is just screw the us guys in flyover country.
