It would still require purchases go through the Federal NICS check which is a Federal background check. What it does is take NC Sheriff's out of the equation turning the North Carolina process into a "shall issue" process. Some NC Sheriff's disapprove of the change because it eliminates their ability to delay or deny permits.

As to why critics are opposing SB 503? They want to take our guns. If they can't do that, they're happy with putting or maintaining as many roadblocks to the purchase process as they can manage. Anything else they claim is bullshit.
