Remember the mentally disturbed [unarmed] guy in Times Square the NYPD shot at and missed?

They hit two bystanders instead. Wonderful marksmanship that. Well, the mentally disturbed guy has been charged with assault because the officers of the NYPD can't shoot for shit AND fired their weapons negligently*.

*The discharge of their weapons may, MAY, have been legal, but it was negligent because non-involved peoples was around and about the target. Then again, that's Bloombergistan and the rules may be different than in flyover country where I live.
