The California legislature has passed a bill banning open carry of unloaded handguns. All that's required for passage is Governor Brown's signature. He'll sign. It's California.
At least if Moonbeam does sign, the appeals of a couple recent rulings that upheld CA county "may-issue" regimes against "shall-issue" challenges will get easier.
They used "well, at least you can open carry" as one reason why discretionary "may issue" was Constitutional.
