Indianapolis a guy let his grass grow to a foot and a half. The neighbors called the city who warned the property owner to cut his grass. When he didn't they sent a crew to cut the grass. The property owner begged to differ with a shotgun. The city upped the ante with a SWAT team. The property owner barricaded and after a "limited penetration" by the SWAT team the property owner surrendered AND the grass got cut. All of that to ask one question. What in SWAT parlance is a "limited penetration?" It strikes me as one of those things, in this instance and so many others, where you either do or you don't.
